People who would like to enroll have all day Monday to do this. The web enrollment for the lottery ends 24 hours after, at 11:59 p.m.
No matter what time you enter your lottery entry, everyone has the same opportunity for being chosen, SEPTA says.

“The lottery system, which will be constructed in partnership with Philadelphia business Ticketleap and hosted by Amazon.com, is being designed to accommodate significant demand,” SEPTA said in a statement.

These directions were offered by SEPTA on the best way to enter:

This will take customers right to the lottery type on the web site with the entry form of Ticketleap.

The initial effort to offer the passes July 20th , on Monday, resulted in the crash in their web site.

The passes are $10.
